The Inspiring Leaders behind VOC

Meet the leaders behind Villages of California. Jeanette Barreto-Valdez and Cory Brosch didn’t set out to build a company, but rather they set out to build a better way of caring for children and families.

Before Villages of California, they built careers across youth mental health, child welfare, substance use treatment, and acute behavioral health — different roles, different systems, same realization: exceptional clinical care alone isn't enough. Families also need partnerships, responsive leadership, and systems built to last.

So they took the leap. No outside investors. No guaranteed path. Just a shared belief that if they focused on trust, quality, and true partnership with schools and communities, the rest would follow.

Years later, that belief has become Villages of California — a community-based mental health organization providing school-based mental health services, intensive community-based treatment, and outpatient care for youth across Orange County and beyond.

Their philosophy hasn't changed: success isn't measured by how many programs they runit's measured by whether families feel supported, whether partners trust them, and whether communities are stronger because of the work.

Delivering Impact & Expanding Access

October 2025

Villages of California has played a pivotal role in helping Anaheim Elementary School District (AESD) unlock over $700,000 in reimbursements through California’s Children and Youth Behavioral Health Initiative (CYBHI), with projections to exceed $1 million in the coming weeks.

This landmark achievement makes AESD the largest recipient of CYBHI reimbursements to date — a reflection of not only strategic implementation but the deeply impactful clinical care being provided to students and families across the district.

At the heart of this success is a billing and reimbursement system informed by Villages of California’s own clinical leaders that accurately captured the full range of mental health services being delivered on school campuses — from individual therapy to family engagement and crisis response — allowing the district to claim and secure the funding they were entitled to under CYBHI.

August 2025

Villages Preparatory, our Non-Public School, welcomed new and returning students for the 2025-2026 school year! Located inside the Boys & Girls Club - Costa Mesa, our NPS program serves students in grades K–6 with active IEPs, who need additional structure and care to succeed both academically and emotionally. The team is looking forward to helping our students grow and excel while creating a supportive path for them to move forward and thrive. You can learn more about the program here.

Villages of California has earned The Joint Commission’s Gold Seal of Approval® for Accreditation by demonstrating continuous compliance with its performance standards. The Gold Seal is a symbol of quality that reflects a health care organization’s commitment to providing safe and quality patient care. This accreditation comes after JCO evaluated compliance with Community Based Mental Health Services standards spanning several areas including care treatment and services, national patient safety goals, emergency management, environment of care, leadership, and rights and responsibilities of the individual.
